Socks matter too, since they will be on display, so pack decent ones. In some religious sites you also need to be barefoot rather than in socks, while others provide shoe covers.
For daily wear, comfortable closed shoes handle most cities, and flip-flops are generally seen as beach or home wear rather than restaurant attire in many countries. Business settings almost everywhere expect proper closed shoes. Hiking areas, rainy seasons and hot climates each have their practical demands, so check the season for your destination. Watch what locals wear in each setting and you will rarely go wrong.
