I researched this specifically from that angle. There is one major hidden tax issue<\/strong> that many PR guides barely mention, and it is important enough that I would check it before<\/strong> applying.<\/p>\n\n\n\n

For most foreign professionals who genuinely expect Japan to remain their medium- or long-term home, PR is substantially better than even a 5-year Engineer\/Specialist visa<\/strong>.<\/p>\n\n\n\n

The biggest benefits are not just \u201cI don’t have to renew my visa.\u201d They are:<\/p>\n\n\n\n

complete freedom of employment + protection from job-related immigration risk + independence from your employer + significantly better mortgage access + easier career\/business changes + potentially better status for your spouse\/family + indefinite residence.<\/strong><\/p>\n\n\n\n

But PR is not automatically better for everyone<\/strong>.<\/p>\n\n\n\n

The biggest reasons to think carefully before taking PR are:<\/p>\n\n\n\n

worldwide inheritance\/gift-tax exposure, eventual Japanese exit-tax exposure for high-value investment portfolios, loss of some HSP-specific immigration privileges, the cost\/application burden, and the fact that PR is still an immigration status rather than citizenship.<\/strong><\/p>\n\n\n\n

Let’s unpack the important parts.<\/p>\n\n\n\n

1. PR removes the biggest weakness of an Engineer visa: activity restrictions<\/h1>\n\n\n\n

Your Engineer\/Specialist in Humanities\/International Services status is an activity-based status<\/strong>.<\/p>\n\n\n\n

It permits work falling within the activities defined for that status. Immigration describes it as professional work requiring knowledge or skills in areas such as natural sciences, humanities, engineering, etc. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

Permanent Resident is completely different.<\/p>\n\n\n\n

The Immigration Services Agency expressly states that Permanent Residents have no restriction on their activities or period of stay<\/strong>. It also confirms that Table II statuses such as Permanent Resident are not subject to the ordinary restrictions on paid work. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

That difference is enormous.<\/p>\n\n\n\n

Engineer<\/h3>\n\n\n\n

Today you can be:<\/p>\n\n\n\n

DevOps Engineer \u2192 Cloud Engineer \u2192 SRE \u2192 Platform Engineer<\/p>\n\n\n\n

without much immigration difficulty because those are reasonably connected professional activities.<\/p>\n\n\n\n

But suppose tomorrow you decide to become:<\/p>\n\n\n\n

CEO, restaurant owner, independent consultant, full-time trainer, entrepreneur, property business operator, sales director, freelancer, investor\/operator of your own company, or something completely unrelated to IT.<\/p>\n\n\n\n

With an Engineer visa, you may need another status or immigration permission depending on what you do.<\/p>\n\n\n\n

With PR:<\/p>\n\n\n\n

\n

Immigration no longer cares what profession you choose.<\/strong><\/p>\n<\/blockquote>\n\n\n\n

That is one of PR’s strongest advantages.<\/p>\n\n\n\n

\n\n\n\n

2. PR removes employer dependency<\/h1>\n\n\n\n

A work visa is not literally \u201cowned\u201d by your employer, but your immigration status exists because you are carrying out qualifying activities.<\/p>\n\n\n\n

PR is based on your status as a resident<\/strong>, not your employment activity.<\/p>\n\n\n\n

That means PR gives you much greater freedom to:<\/p>\n\n\n\n

change employers;<\/p>\n\n\n\n

take a career break;<\/p>\n\n\n\n

start your own company;<\/p>\n\n\n\n

consult independently;<\/p>\n\n\n\n

switch industries;<\/p>\n\n\n\n

have multiple income sources;<\/p>\n\n\n\n

retire;<\/p>\n\n\n\n

or temporarily not work.<\/p>\n\n\n\n

There is no requirement that you remain a DevOps engineer merely because that was the occupation through which you originally came to Japan. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

For a professional in his 40s, this flexibility can become increasingly valuable because your next 10\u201320 years may not look exactly like your present job.<\/p>\n\n\n\n

\n\n\n\n

3. PR substantially reduces immigration risk after losing a job<\/h1>\n\n\n\n

This distinction is easy to underestimate.<\/p>\n\n\n\n

For activity-based statuses such as Engineer\/Specialist, Immigration has statutory status-revocation rules where someone stops engaging in the relevant activity for three months or more<\/strong>, unless there is a justifiable reason.<\/p>\n\n\n\n

Immigration specifically discusses Engineer\/Specialist holders in this context. Active job hunting can sometimes constitute a justifiable reason, so it is not an automatic \u201cthree months unemployed = deported\u201d rule. But the immigration issue exists. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

Permanent Residents have no employment-activity requirement<\/strong>.<\/p>\n\n\n\n

If a PR holder:<\/p>\n\n\n\n

loses a job;<\/p>\n\n\n\n

takes six months off;<\/p>\n\n\n\n

spends a year developing a startup;<\/p>\n\n\n\n

retires;<\/p>\n\n\n\n

takes care of family;<\/p>\n\n\n\n

changes careers;<\/p>\n\n\n\n

then the absence of qualifying employment does not itself destroy PR.<\/p>\n\n\n\n

That is genuine security.<\/p>\n\n\n\n

4. You stop renewing your residence status<\/h1>\n\n\n\n

An Engineer visa can be issued for:<\/p>\n\n\n\n

3 months, 1 year, 3 years or 5 years. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

Even someone fortunate enough to receive five years remains subject to another immigration examination at the end of that period.<\/p>\n\n\n\n

PR has:<\/p>\n\n\n\n

no period-of-stay limit.<\/strong><\/p>\n<\/blockquote>\n\n\n\n

Immigration expressly describes Permanent Resident’s period of stay as indefinite<\/strong>. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

This does not mean your physical residence card lasts forever.<\/p>\n\n\n\n

Japan changed the card rules in June 2026. For Permanent Residents receiving the new-style residence card, the card generally expires on the 10th birthday after issuance<\/strong> for an adult rather than being tied to a residence-status expiration. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

So you still update a card.<\/p>\n\n\n\n

But you are not asking Immigration again for permission to remain permanently resident every five years.<\/strong><\/p>\n\n\n\n

That’s a very different procedure.<\/p>\n\n\n\n

\n\n\n\n

5. PR can substantially improve access to mortgages<\/h1>\n\n\n\n

This is one of the most tangible financial benefits.<\/p>\n\n\n\n

It is possible for some non-PR foreigners to obtain Japanese mortgages. PR is not universally required by every bank<\/strong>.<\/p>\n\n\n\n

But PR materially expands the market.<\/p>\n\n\n\n

The clearest official example is Japan Housing Finance Agency’s Flat 35<\/strong> program.<\/p>\n\n\n\n

Its 2026 eligibility requirements state that applicants must generally be:<\/p>\n\n\n\n

Japanese nationals;<\/p>\n\n\n\n

Permanent Residents; or<\/p>\n\n\n\n

Special Permanent Residents.<\/p>\n\n\n\n

A foreign national without one of those statuses does not satisfy the ordinary Flat 35 foreign-national requirement. (Flat35<\/a>)<\/p>\n\n\n\n

So obtaining PR doesn’t guarantee a mortgage\u2014you still undergo:<\/p>\n\n\n\n

income assessment;<\/p>\n\n\n\n

credit assessment;<\/p>\n\n\n\n

age assessment;<\/p>\n\n\n\n

debt-service assessment;<\/p>\n\n\n\n

property valuation;<\/p>\n\n\n\n

employment assessment.<\/p>\n\n\n\n

But PR can transform you from:<\/p>\n\n\n\n

\n

\u201cforeign borrower who may be accepted by some lenders\u201d<\/p>\n<\/blockquote>\n\n\n\n

into:<\/p>\n\n\n\n

\n

\u201cforeign borrower eligible for a much broader pool of mainstream housing finance.\u201d<\/strong><\/p>\n<\/blockquote>\n\n\n\n

For anyone planning to buy a home in Japan, this is a significant PR benefit.<\/p>\n\n\n\n

\n\n\n\n

6. PR does NOT mean foreigners couldn’t previously buy property<\/h1>\n\n\n\n

This is worth distinguishing.<\/p>\n\n\n\n

The major PR advantage around housing is generally financing<\/strong>, not magical permission to own an apartment.<\/p>\n\n\n\n

So:<\/p>\n\n\n\n

\n

PR \u2192 better financing access<\/p>\n<\/blockquote>\n\n\n\n

is a much stronger argument than:<\/p>\n\n\n\n

\n

PR \u2192 finally allowed to buy Japanese property.<\/p>\n<\/blockquote>\n\n\n\n

Don’t confuse property ownership with mortgage eligibility.<\/p>\n\n\n\n

\n\n\n\n

7. PR can make entrepreneurship much simpler<\/h1>\n\n\n\n

Imagine someone working as an Engineer wants to create a company.<\/p>\n\n\n\n

Under an activity-based work status, becoming the full-time operator\/manager of a business can bring the person’s activity into Business Manager<\/strong> territory.<\/p>\n\n\n\n

With PR, that immigration categorization largely disappears.<\/p>\n\n\n\n

You can:<\/p>\n\n\n\n

incorporate;<\/p>\n\n\n\n

become representative director;<\/p>\n\n\n\n

operate the company;<\/p>\n\n\n\n

consult;<\/p>\n\n\n\n

hire;<\/p>\n\n\n\n

invest;<\/p>\n\n\n\n

change business models<\/p>\n\n\n\n

without needing to maintain an Engineer-status occupational boundary.<\/p>\n\n\n\n

This can be extremely valuable later in someone’s career.<\/p>\n\n\n\n

\n\n\n\n

8. Freelancing and multiple careers become easier<\/h1>\n\n\n\n

The same principle applies to freelance work.<\/p>\n\n\n\n

An Engineer visa doesn’t mean:<\/p>\n\n\n\n

\n

\u201cAny paid work whatsoever is permitted.\u201d<\/p>\n<\/blockquote>\n\n\n\n

The activity must fit the status, or another permission\/status may be required.<\/p>\n\n\n\n

PR does not have this immigration restriction. ISA specifically says Permanent Residents are not subject to restrictions on employment activity. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

So a PR holder could simultaneously be:<\/p>\n\n\n\n

a DevOps engineer;<\/p>\n\n\n\n

consultant;<\/p>\n\n\n\n

trainer;<\/p>\n\n\n\n

content creator;<\/p>\n\n\n\n

company director;<\/p>\n\n\n\n

software entrepreneur;<\/p>\n\n\n\n

subject, of course, to tax, licensing and ordinary business law.<\/p>\n\n\n\n

Immigration itself would no longer be deciding whether the occupation fits the residence status.<\/p>\n\n\n\n

\n\n\n\n

9. Family circumstances can improve<\/h1>\n\n\n\n

PR does not automatically make your spouse or children Permanent Residents<\/strong>.<\/p>\n\n\n\n

That misconception is important.<\/p>\n\n\n\n

However, Japan has a dedicated status:<\/p>\n\n\n\n

\n

\u6c38\u4f4f\u8005\u306e\u914d\u5076\u8005\u7b49 \u2014 Spouse or Child of Permanent Resident<\/strong><\/p>\n<\/blockquote>\n\n\n\n

for qualifying family members. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

For a spouse, this can be far better than ordinary Dependent status because status-based residence categories can permit unrestricted employment rather than the familiar Dependent limitations.<\/p>\n\n\n\n

And the PR guidelines also provide favorable PR residence exceptions for spouses of Permanent Residents.<\/p>\n\n\n\n

So one person’s PR can eventually improve the family’s immigration architecture.<\/p>\n\n\n\n

But:<\/p>\n\n\n\n

Husband\/wife receives PR \u2192 entire family automatically gets PR<\/p>\n<\/blockquote>\n\n\n\n

is false<\/strong>.<\/p>\n\n\n\n

Each person’s status must be handled properly.<\/p>\n\n\n\n

\n\n\n\n

10. PR does NOT give better basic health insurance or pension benefits simply because it is PR<\/h1>\n\n\n\n

This is another myth worth killing.<\/p>\n\n\n\n

A properly resident Engineer employee already participates in systems such as:<\/p>\n\n\n\n

health insurance;<\/p>\n\n\n\n

Employees’ Pension;<\/p>\n\n\n\n

resident taxation;<\/p>\n\n\n\n

social insurance<\/p>\n\n\n\n

according to the applicable laws.<\/p>\n\n\n\n

Changing:<\/p>\n\n\n\n

\n

Engineer \u2192 PR<\/p>\n<\/blockquote>\n\n\n\n

does not suddenly give you an entirely different Japanese healthcare system.<\/p>\n\n\n\n

Likewise, PR holders must continue paying their taxes, pension and health-insurance obligations.<\/p>\n\n\n\n

ISA’s PR guidelines expressly emphasize proper performance of these public obligations. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

So this should be considered mostly neutral<\/strong>, rather than a major PR advantage.<\/p>\n\n\n\n

\n\n\n\n

11. Income tax does NOT automatically increase because you obtain immigration PR<\/h1>\n\n\n\n

This is extremely important.<\/p>\n\n\n\n

Japan unfortunately uses terminology that causes confusion.<\/p>\n\n\n\n

There is:<\/p>\n\n\n\n

\n

immigration Permanent Resident<\/strong><\/p>\n<\/blockquote>\n\n\n\n

and there is a different tax concept often translated as:<\/p>\n\n\n\n

\n

permanent resident for income-tax purposes \/ non-permanent resident<\/strong><\/p>\n<\/blockquote>\n\n\n\n

They are not the same thing.<\/p>\n\n\n\n

For income tax, the NTA says a foreign national is generally a non-permanent resident<\/strong> where they have had a domicile\/residence in Japan for no more than five years during the preceding ten years<\/strong>.<\/p>\n\n\n\n

Once the relevant period exceeds five years, they become a resident other than a non-permanent resident for income-tax purposes. (National Tax Agency<\/a>)<\/p>\n\n\n\n

Therefore:<\/p>\n\n\n\n

\n

Getting immigration PR after two years in Japan does NOT by itself instantly make all worldwide income taxable merely because the residence card says Permanent Resident.<\/strong><\/p>\n<\/blockquote>\n\n\n\n

Your ordinary income-tax classification follows the Income Tax Act’s rules.<\/p>\n\n\n\n

This is good news.<\/p>\n\n\n\n

But now comes the much more important tax warning.<\/p>\n\n\n\n

\n\n\n\n

12. THE BIG HIDDEN DISADVANTAGE: inheritance and gift tax<\/h1>\n\n\n\n

For a foreign professional with assets or family wealth outside Japan, this is the part I would investigate before accepting PR<\/strong>.<\/p>\n\n\n\n

Japan’s inheritance\/gift-tax legislation contains a special concept of a:<\/p>\n\n\n\n

\n

\u4e00\u6642\u5c45\u4f4f\u8005 \u2014 temporary resident<\/strong><\/p>\n<\/blockquote>\n\n\n\n

This is not the same as a temporary visa.<\/p>\n\n\n\n

For these rules, a qualifying foreign national must, among other things, hold a residence status listed in Appended Table I<\/strong> of the Immigration Control Act and satisfy the residence-history test.<\/p>\n\n\n\n

An Engineer\/Specialist visa is a Table I<\/strong> status.<\/p>\n\n\n\n

Permanent Resident is a Table II<\/strong> status.<\/p>\n\n\n\n

The NTA says a temporary resident is someone holding a Table-I status who has had a Japanese address for 10 years or less during the previous 15 years<\/strong>. (National Tax Agency<\/a>)<\/p>\n\n\n\n

That distinction can be extremely valuable.<\/p>\n\n\n\n

Why?<\/h3>\n\n\n\n

Under some inheritance\/gift scenarios, a qualifying temporary foreign resident can have Japanese inheritance\/gift-tax exposure limited to Japanese-situs assets.<\/p>\n\n\n\n

Once you switch:<\/p>\n\n\n\n

\n

Engineer \u2014 Table I<\/p>\n<\/blockquote>\n\n\n\n

to:<\/p>\n\n\n\n

\n

Permanent Resident \u2014 Table II<\/p>\n<\/blockquote>\n\n\n\n

you no longer satisfy the Table-I visa requirement<\/strong> for that temporary-resident exception.<\/p>\n\n\n\n

Depending on:<\/p>\n\n\n\n

the donor;<\/p>\n\n\n\n

the deceased;<\/p>\n\n\n\n

their nationality;<\/p>\n\n\n\n

their residence;<\/p>\n\n\n\n

your residence;<\/p>\n\n\n\n

the location of assets;<\/p>\n\n\n\n

your previous residence history,<\/p>\n\n\n\n

Japan may potentially tax worldwide inherited or gifted assets<\/strong> rather than merely Japanese assets. (National Tax Agency<\/a>)<\/p>\n\n\n\n

Example<\/h2>\n\n\n\n

Imagine someone living in Tokyo on an Engineer visa whose parents remain overseas and own:<\/p>\n\n\n\n

property;<\/p>\n\n\n\n

shares;<\/p>\n\n\n\n

businesses;<\/p>\n\n\n\n

investment accounts.<\/p>\n\n\n\n

The person may currently fall within the special temporary-foreigner regime.<\/p>\n\n\n\n

After converting to PR, the inheritance\/gift-tax outcome could materially change.<\/p>\n\n\n\n

That does not mean PR always causes Japanese tax on every foreign inheritance.<\/strong><\/p>\n\n\n\n

The rules are complicated and depend on both parties.<\/p>\n\n\n\n

But this is serious enough that my rule would be:<\/p>\n\n\n\n

\n

If you have meaningful overseas assets, wealthy parents, expected inheritance, family businesses, planned large gifts, overseas real estate or estate planning \u2014 get Japan cross-border inheritance\/gift-tax advice BEFORE changing from Table I to PR.<\/strong><\/p>\n<\/blockquote>\n\n\n\n

This is probably the single most important disadvantage omitted from typical \u201c10 Benefits of Japan PR\u201d articles.<\/p>\n\n\n\n

\n\n\n\n

13. SECOND HIDDEN TAX ISSUE: Japan’s Exit Tax<\/h1>\n\n\n\n

Japan has another regime commonly called the:<\/p>\n\n\n\n

\n

\u56fd\u5916\u8ee2\u51fa\u6642\u8ab2\u7a0e \u2014 exit tax<\/strong><\/p>\n<\/blockquote>\n\n\n\n

It can apply when someone leaves Japan while holding \u00a5100 million or more<\/strong> of specified financial assets, including certain:<\/p>\n\n\n\n

shares;<\/p>\n\n\n\n

investment funds\/securities;<\/p>\n\n\n\n

derivatives;<\/p>\n\n\n\n

other covered financial instruments,<\/p>\n\n\n\n

provided the residence-history conditions are satisfied. (National Tax Agency<\/a>)<\/p>\n\n\n\n

One of the conditions is broadly more than five years of qualifying residence during the previous ten years<\/strong>.<\/p>\n\n\n\n

Here’s where immigration status becomes important.<\/p>\n\n\n\n

The NTA specifically says periods during which someone was resident under Table-I immigration statuses<\/strong> are generally excluded from that residence-period calculation. (National Tax Agency<\/a>)<\/p>\n\n\n\n

Engineer\/Specialist is Table I.<\/p>\n\n\n\n

Permanent Resident is Table II.<\/p>\n\n\n\n

Therefore moving to PR can effectively start accumulating residence time that may eventually count toward Japan’s exit-tax test.<\/p>\n\n\n\n

Example<\/h3>\n\n\n\n

Suppose someone has:<\/p>\n\n\n\n

\u00a5150M in listed shares;<\/p>\n\n\n\n

three years in Japan as Engineer;<\/p>\n\n\n\n

then receives PR;<\/p>\n\n\n\n

remains another six years;<\/p>\n\n\n\n

then permanently moves abroad.<\/p>\n\n\n\n

That person needs a serious exit-tax review.<\/p>\n\n\n\n

For someone with a normal retirement account and ordinary savings below \u00a5100M of covered assets, this issue may be irrelevant.<\/p>\n\n\n\n

For high-net-worth professionals, founders, investors or people with large stock portfolios:<\/p>\n\n\n\n

\n

it can be a decisive factor.<\/strong><\/p>\n<\/blockquote>\n\n\n\n

\n\n\n\n

14. PR therefore creates a strange tax trade-off<\/h1>\n\n\n\n

Immigration-wise:<\/p>\n\n\n\n

\n

PR is dramatically more flexible.<\/p>\n<\/blockquote>\n\n\n\n

Tax-estate-planning-wise:<\/p>\n\n\n\n

\n

staying on a Table-I Engineer\/HSP status can sometimes preserve advantages for internationally mobile foreigners.<\/p>\n<\/blockquote>\n\n\n\n

plans to leave Japan later,<\/p>\n\n\n\n

the calculation deserves professional tax modelling first.<\/p>\n\n\n\n

15. PR does not lock you into Japan<\/h1>\n\n\n\n

You don’t become a citizen.<\/p>\n\n\n\n

You keep your foreign nationality.<\/p>\n\n\n\n

ISA expressly distinguishes Permanent Residence from naturalization: PR is an immigration status; naturalization means acquisition of Japanese nationality. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

A PR holder who leaves improperly or allows re-entry permission to expire can lose the practical ability to return as PR.<\/p>\n\n\n\n

bringing parents;<\/p>\n\n\n\n

bringing a domestic worker;<\/p>\n\n\n\n

priority immigration processing.<\/p>\n\n\n\n

ISA officially lists these HSP benefits. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

Permanent Residence does not automatically reproduce all of them<\/strong>.<\/p>\n\n\n\n

For example, the special ability to bring parents to help care for a young child or pregnant HSP\/spouse is explicitly an HSP privilege. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n

ISA has even historically contrasted HSP2 with PR: HSP2 retains certain parent\/domestic-worker benefits that PR does not, although PR has completely unrestricted employment activity. (Ministry of Justice Japan<\/a>)<\/p>\n\n\n\n
